Research and development

  • Monitoring and researching drug use and developing responses.

  • Contributing to legislation and influencing health policy.
  • Sharing evidence-based information with decision and policy makers.
  • Developing screening and early interventions for people who use drugs, including young people.
  • Participating and coordinating national and international working groups and projects.
  • Cooperation with ministries, professional associations, and non-profit organisations in Estonia and internationally.

  • Drug dependence treatment and rehabilitation, including opioid agonist treatment.
  • Psychological, social and peer counselling for people who use drugs and their families.
  • Counselling programme for people who use cannabis.
  • Support worker for people who use drugs (programme SÜTIK).
  • 24/7 online support concerning drugs and dependence.
  • Harm reduction services, including for people who inject drugs, and safer nightlife initiatives.
  • Take-home naloxone programme to prevent overdose related deaths.

Training and information activities

  • Training professionals to equip them with the knowledge and skills they need to help people who use drugs.
  • Preparing and distributing information materials for the public and professionals.
  • Administration of the website that provides information on drugs, their effects, safer use and how to get help.
  • Administration of the website that provides information for parents on drug prevention and developing parenting skills.
  • Administration of the website that provides methodologies, publications, and guidance materials for professionals in the field of drug prevention.

The activities and objectives in the field of drug use reduction are agreed in the Population Health Development Plan 2020–2030.
